截至目前,全省人才资源总量达669.9万人。其中,党政人才50.4万人,占7.5%;企业经营管理人才15 9.3万人,占23.8%;专业技术人才292.3万人(在管理岗位的专业技术人才47.5万人),占36.5%;高技能人才10 2.4万人,占15-3%:农村实用人才111.1万人,占16.6%;社会工作专业人才1.9万人,占0.3%。

全省拥有两院院士55人(1人系双院士),其中,中国科学院院士22人,中国工程院院士34人:国家“千人计划”专家227人,国家“万人计划”专家81人;省“千人计划”专家793人、创新创业团队72个,省部级以上专家9000余人。

High-end Talents
There are 55 academicians of Chinese Academy of Sciences(CAS) and Chinese Academy of Engineering(CAE) (1 is of the two academies) in Sichuan. Among which, 22 are of CAS, 34 are of CAE. 227 experts are in the list of the national Thousand Talent Plan, 81 are enrolled into national Ten Thousand Talent Plan, and 793 experts are
selected into provincial Thousand Talent Plan. Also, there are 72 innovative and entrepreneurial teams, and 9000 experts are of provincial and ministarial-level.

搭建省校省院省企战略合作平台,先后与清华大学、中国人民大学、上海交通大学、同济大学等12所知名高校和11家军工集团及中科院、工程院、中物院等签订战略合作协议,推动清华四川能源互联网产业研究院等一大批产学研平台落户四川:开展赴外招才引智、高校活
动周、 “海科会”等活动,近4年赴欧美发达国家开展专项招才活动60余场,引进1800余名紧缺专业人才来川工作,促成798名海外高端人才和投资额达606亿元的海外高科技项目签约四川。

enterprises, Chinese Academy of Sciences, Chinese Academy of Engineering, and China Academy of Engineering Physics. Moreover, Tsinghua-Sichuan Energy Internet Research Institute and other Industry-University-Research platforms have set their roots here. Activities like recruiting overseas talents, Week of Introducing Universities'
Graduates, "Western China Hi-Tech And Hi-Talent Conference" have been successfully held by Sichuan In last 4 years , more than l,800 professionals in urge need have been introduced into Sichuan through over 60 particular activities held in Euramerican countries, 798 0verseas cutting-edge talents have been introduced into Sichuan and 60.6 billion RMB of overseas high-tech investment contract have been signed with Sichuan.

分个体引进、团队引进、专项引进三个类别。其中,个体引进包括顶尖人才项目、创业领军人才项目、创新领军人才长期项目、创新领军人才短期项目、青年人才项目等,团队引进包括创业团队、创新团队等,专项引进包括全面创新改革专项、省校省院省企合作专项、民族地区和贫困地区专项等,
(一)个体引进条件
主要支持引进我省创新驱动发展急需的战略科学家、科技创新创业领军人才、高级管理人才,以及具有较大发展潜力的青年科技人才,一股应取得博士学位,具有3年以上国(境)外和省外工作经历并取得突出业绩,且符合以下条件之一:
1.我省实施“三大发展战略”、推进产业结构调整和转型升级急需紧缺,且具有国际领先、国内一流水平的战略性、领军型人才。
2.在国(境)外和省外知名高等学校、科研院所、医疗卫生机构担任教授、研究员、首席科学家或相当职务的专家、学者。掌握关键技术、急需紧缺的海内外高层次人才,可适当放宽到担任副教授或相当职务。
3.在国际国内知名企业、金融机构、国际组织中担任中高级职务的经营管理人才和科技领军人才。
4.拥有自主知识产权和发明专利,具有海外自主创业经验,熟悉相关领域和国际规则的创业人才。创业项目能够填补我省空白、引领相关产业发展的,可适当放宽到硕士学位。
5.回国来川前在国(境)外和省外知名高等学校、科研院所、医疗卫生机构、企业有正式工作经历,具有成为该领域学术和技术带头人潜力的青年拔尖人才。
(二)团队引进条件
主要支持引进以企业为主体,以团队带头人为核心,以转化科技成果为支撵,能有效促进我省产业转型升级的高层次创新创业人才群体,且符合以下条件:
1团队创新创业领域紧扣我省构建现代产业体系方向,符合我省发展特色优势产业、战略性新兴产业、军民融合产业,特别是五大高端成长型产业和五大新兴先导型服务业发展需求:
2.团队带头人一般应是国家或省“千人计划”引进人才,创业团队带头人应是企业主要创办人,创新团队带头人应是企业核心技术所在领域的领军人物;
3团队核心成员中应有相当数量的高层次人才,其中,在海内外知名院校、医疗卫生机构曾聘为高级职称或担任知名公司中高管职位的,一般不低于1/3;
4.所创办企业核心技术处于国际领先、国内一流水平,能在较短时间取得突破性发展或引领带动形成新的产业集群;或创新项目能迅速填补我省空白,已在川内企业进行有效转化,具有产业化发展前景;
5.所在地区及产业园区从政府资助、创业扶持、创新支持等方面给予充分配套,为团队建设创造良好条件。
(三)专项引进条件
主要支持引进我省重大发展战略急需的高层次、高素质人才,一般应取得博士学位或高级专业技术职称,具有3年以上国(境)外和省外工作经历并取得突出业绩,且符合以下条件之一:
1.全面创新改革专项。引进后在我省全面创新改革试验重点区域特别是特色产业园区(基地)、技术研发中心和企业从事科技研发,或在川创办领办军民融合领域高新技术企业,有望实现突破性发展。从四川行政区域内的军工单位(军队)转业、转岗到地方创新创业的,可纳
入本专项支持范围。
2.省校省院省企合作专项。引进后到我省与知名高等学校、科研院所、大型企业战略合作构建的政产学研用创新平台工作:在川有明确具体的工作目标任务,能作出实质性贡献。
3.民族地区和贫困地区寺项。引进后到我省民族自治地区、 ”四大片区”88个贫困县的企事
业单位工作,或创办领办科技型企业,有望取得突破性发展。
引进人才特别优秀且为四川发展特需的,可适当突破学历、专业技术职务、任职年限等限制。

资金资助

对省“干人计划”引进人才,分别给予每人50万元至200万元资助;对省“干人计划”引进团队,按创新团队、创业团队分别给予每个团队200万元、300万元资助,其中,对科技含量高、发展前景广阔的创业团队,可给予500万元资助。对创新创业团队中经评估具有重大产业化前景的战略发展项目,可给予最高5000万元综合资助。

职位职称

引进人才可担任高等学校、科研院所、医疗卫生机构、国有企业、国有商业金融机构中层以上领导职务和党政机关专业性、辅助性岗位职务(安全、保密、外事等岗位除外)或者高级专业技术职务,以及国家和省重大科技专项、重大工程和建设项目的负责人。可采取特设岗位、使用人才专项编制聘用人才,不受单位岗位总量、最高等级和结构比例限制。引进人才可按规定破格参加高级专业技术职务任职资格申报和评审。

薪资待遇
用人单位根据引进人才能力、业绩、贡献,协商确定引进人才的合理薪酬。国有企事业单位采月年薪制、协议工资制、项目工资等方式引进人才,所需薪酬计入当年单位工资总额,不作为工资总额基数。引进人才通过自行转化、转让、许可、作价入股等方式转移转化职务科技成
果,其转化收益按不低于70%的比例划归成果完成人及其团队所有。对作出突出贡献的引进人才,可采取股权、期权、企业年金等中长期激励方式。

税收减免
省财政为省“干人计划”入选者发放的一次性资助资金,符合税法规定条件的,免征个人所得税。引进人才5年内境内工资收入中的住房补贴、伙食补贴、搬迁费、探亲费、子女教育费等,按照税收法律法规规定予以税前扣除。引进人才来川创新创业,进境的科研、教学物品,
由接收单位按照国家有关规定办理进口减免税手续,符合规定的免征进口税收。进境合理数量的生活自用物品,由海关依据有关规定予以免税验放。

创新创业
引进人才在管理期内,享受每人每月1000元至2000元岗位激励津贴,并在项目研发、平台建设等方面给予择优资助。支持引进人才领衔申报各类科技计划、科研基金项目、科技资金及产业发展扶持资金,用于在省内开展科学研究或生产经营活动:对我省经济、科技发展具有战略意义的重点项目,经有关部门审批,可专门立项,以特别项目形式给予吏持。有关部门应注重吸收引进人才参与国家、省重大项目咨询、重大科研计划和行业标准制定、重点工程建设等工作。

出入境与居留
外籍引进人才及其外籍配偶和未满18周岁外籍子女,以及中国籍引进人才的外籍配偶和未满18周岁外籍子女,按有关规定为其提供办理签证和居留许可的便利。对符合条件的外籍引进人才及其配偶和未满18周岁未婚子女申报永久居留的,有关部门予以优先办理。

落户
引进人才及其配偶、未成年子女可不受住所、居住年限、年龄等条件限制,选择在居住地或工作地落户。具有中国国籍、未取得国外永久居留权的引进人才,不受出国前户籍所在地限制,可申请在省内落户。愿意放弃外国国籍、申请加入或恢复中国国籍并取得入籍或复籍证书,以及取得《批准定居通知书》和《台湾居民定居证》的引进人才,可申请在省内落户。

住房
引进人才购买自用商品住房,享受当地居民购房优惠政策。外籍引进人才购买取得外销许可证的商品房,有关部门应提供便利。引进人才未购买自用住房的,用人单位应为其提供便于其生活、工作的住房,或提供相应的房租补贴、购房房贷贴息等。

医疗、保险
引进人才在管理期间,凭《四川省特聘专家证书》,由省卫生计生委办理《特约医疗证》,享受优秀专家医疗待遇。用人单位在引进人才办理各项社会保险的基础上,可为引进人才购买商业补充保险。随引进人才来川定居或每年居住9个月以上的未就业配偶和子女,可参加我省城
镇职工基本医疗保险或城乡居民基本医疗保险。

配偶安置
引进人才配偶一同回国(来川)并愿意在我省就业的,由用人单位按规定妥善安排其工作;暂时无法安排的,用人单位可参照单位人员平均工资水平,以适当方式为其发放生活补贴;确有困难的,当地组织、人事部门应积极帮助推荐就业。

子女入学
引进人才子女,无论是否具有中国国籍,在就读小学到普通高中期间可有一次自由选择公办学校机会。其中,就读义务教育的,在子女所在县(市、区)范围内选择;就读普遁高中的,在子女所在市域范围内选择。华裔引进人才的子女报考国内高等学校以外的非义务教育的学校,可参照归侨、归侨子女、华侨子女予以加分照顾。引进人才的外国籍子女报考国内高等学校的,按接收外国留学生存关规定执行。

评价激励
按照国际惯例评价引进人才的工作绩效,避免多头评价、重复评价。对作出突出贡献的引进人才,可推荐参加中国科学院和中国工程院院士(外籍院士)、四川杰出人才奖、科学技术奖、天府友谊奖、四川省学术和技术带头人及后备人选、四川省有突出贡献的优秀专家等评选。对代表性强、贡献突出的海内外高层次人才,积极推荐进入各类学术组织、政府决策咨询机构。

Candidacy

Sichuan's "1000-Talent Plan" falls into thrae categories, namely, individuals, teams and special programs The individual category targets top-ranking talents, leading entrepreneurial individuals, long-term leading innovative individuals, short-term leading innovative individuals and young talents. The team category includes the invitation of both entrepreneurial teams and innovative teams. The special programs cover the Comprehensive Innovation Reform Programs, Cooperation Programs
between Province and Universities/lnstitutes/Enterprises, and Poverty Relief Programs in Minority Residing and PoorAreas.

1. Prerequisites for Individual Candidacy
Priorities are given to strategic scientists, science and technology-oriented entrepreneurial innovative individuals, senior managing individuals and those with considerable development potentials, who can meet Sichuan's urgent needs of innovation-driven development. IndMduals are usually required to have a doctor's degree, more than three years of working experience abroad or out of Sichuan, as well as recogn izable achievements. Besides, candidates should meet at least one of the following
requirements:

1.1 Strategic and top talents with a world leading and domestically first-tier level, who are urgently needed by provincial "Three Development Strategies", industrial structure adjustment and transformation.

1.2 Individuals working as a professor, researcher, chief scientist or with equivalent titles in prestigious universities, research institutes and medical institutions in overseas countries or regions, or out of Sichuan, as well as possessing core technique and in urgent needs of Sichuan, could enjoy a lower requirement of associate professor or an equivalent title

1 3 Individuals who are above-middle management or leading scientists of famous enterprises, financial institutions or international organizations both at home and abroad.

1.4 Entrepreneurial individuals possessing proprietary technologies or patent technologies, overseas business launchingexperience, and being familiar with international rules and regulations of relevant fields. For those whose start-ups can fill the gaps of Sichuan and lead relevant industrial development, a lower requirement of master's degree could be applied

1.5 Young top talents who have official working experience, before their returning to China or coming to Sichuan, in famous universities, research institutes, medical institutions and enterprises abroad or in other parts of China, as well as the potentials to be academic and technical leaders.

2. Prerequisites for Team Candidacy
Priorities are given to teams motivated by entrepreneurship, led by core leader and based on application of technological achievements. The team should consist of high-level talents who can effectively promote Sichuan's industrial optimization and upgrading. Besides, candidates should meet the following requirements:
2.1 Teams engaged in innovative or entrepreneurial fields which stand as Sichuan's modern industrial system. Their specialties

should meet the development of Sichuan's featured advantageous industries, strategic burgeoning industries, military and civilian integrated industries, especially meet the needs of five high-end growing industries and five emerging pilot service industries.

2.2 Usually, the team leader should be qualified as national or provincial "1000-Talent Plan" expert. The entrepreneurial team
leader should be the main founder of the enterprise, and the innovative team leader should be a leading figure in the field of the
enterprise's core technology.

2 3 The core team should have a considerable number of high-level talents, usually among whom at least l/3 should had worked as senior faculty in famous foreign or domestic universities and institutions, or medical institutes, as well as above-middle executives in renowned domestic or foreign companies

2.4 The enterprise should have internationally leading or domestically first-tier technology which can help achieve breakthroughs or empower the formation of new industrial clusters within a short time. Its innovation may also quickly fill the gaps of Sichuan and be applied by local enterprises effectively with a ideal prospect of industrialization.

2 5 The team should be bolstered by local authorities and industrial parks, for instance, government subsidies, support for entrepreneurship, and related preferential policies for innovation

3. Prerequisites for Special Programs Candidacy
Priorities are given to high-level and high-qualified individuals who meet Sichuan's major development strategies Usually, a doctor's degree or senior professional title, and three years plus working experience with recognizable achievement abroad or outside Sichuan are required Besides, candidates should meet at least one of the following requirements:

3.1 For Comprehensive Innovation Reform Programs, individuals are expected to make breakthrough after their employment in certain key regions especially in themed industrial parks(bases), or in R&D centers and enterprises, or after their starting up hi-tech enterprises in the military and civilian integration field. Those who demobilized from military units within the administrative region of Sichuan to carry out innovation or set up enterprise could enjoy the same privilege.

3.2 For Province-Universities/lnstitutes/Enterprises cooperation Programs, individuals should work in platforms jointly built bym Sichuan and well-known universities, research institutes and large enterprises. They should also have specific working agenda and the prospect of making concrete achievements in Sichuan.

3.3 For Poverty Relief Programs in Minority Residing and Poor Areas, individuals should work in public or private institutions in Sichuan's ethnic autonomous regions, 88 impoverished counties in "Four Poverty-Stricken Areas", or start hi-tech enterprises with a prospect of making valuable breakthrough.


For outstanding talents who are urgently needed by Sichuan, requirements on educational degrees, professional titles and
working experience could be eased partly.

Subsidies
Talents enrolled into Sichuan's "1000-Talent Plan" shall be provided with a subsidy from 500,000 t0 2,000,000 RMB. Innovative and entrepreneurial teams enrolled into Sichuan's "1000-Talent Plan" shall be supported with 2,000,000 and 3,000,000 RMB respectively. For teams evaluated to have high technological competency and bright development prospects, they shall be supported with 5,000,000 RMB. For teams with strategic development programs which are evaluated to have a significant
industrialization prospect, they shall be supported with up t0 50,000,000 RMB comprehensive subsidy.

Professional Ranks and Titles
Individuals may take middle and senior managing positions in universities and colleges, research institutions, medical institutes,state-owned enterprises and financial institutions, as well as work as professional and assistant staff or senior professionals in government agencies. They may also act as the responsible persons of important national and provincial level technological,engineering and construction projects. Employers may set up special positions for talents, without considering the over-all regulations on capacity, professional ranking and personnel make-up. Certain preferential policies can be applied regarding to the qualification of senior professional positions of recruited talents.

Salaries
Employers should provide reasonable salaries to recruited talents on a negotiation basis considering their competency,performance and achievements. Talents working with state-owned enterprises or entities should be paid by means of annual income, negotiated salary or program-based salary, and their salaries shall be accounted into company's total expenses instead of into the base for company's salary calculation. Talent who applies his/her scientific achievements through transferring,
assignment, permission and shareholding, should be entitled to possess personally or collectively with his/her team at least 70% of the benefits. For those making outstanding contributions, various middle and long-term incentives may applied such as share and option holding, corporate annuity, etc.

Tax Deduction and Exemption
The lump sum subsidies issued by provincial authority to provincial "1000-Talent Plan" talents shall be exempted from personal income tax under the Law of Tax. For recruited talents, in their first five years working in Sichuan, the housing subsidy, dining subsidy, resettling subsidy, relative-visiting subsidy and children's education subsidy shall be deducted prior to paying income tax under the Law of Tax. For recruited innovative talents and entrepreneurs, the tax on importing researching and teaching equipments shall be deducted or exempted upon the application of their employers, and the tax on importing certain personal belongings shall be exempted by customs in accordance with laws and regulations.

Innovation and Entrepreneurship
Recruited talents shall, within management period, be provided with l,000 t0 2,OOORMB working incentives per month, and shall be subsidized on project R&D and platform construction according to their performance. Recruited talents are encouraged to apply for various scientific plans, science funds, science and industrial development subsidies, with the purpose of carrying out scientific research or business activities in Sichuan. For important projects with a strategic significance to the economic and technological development of Sichuan, once approved by related authorities, earmarked supporting policies could be applied particularly. Related authorities should invite qualified talents to participate in the consultation of crucial national and provincial programs, in the formulation of key science and research projects and industrial standards, in the carrying out of major construction projects, etc.

Entry,Exit and Residing
For talents with foreign nationalities and their spouses and children under age 18 with foreign nationalities, as well as for the foreign spouses and children under age 18 0f talents with Chinese nationalities, the procedures of applying visa and residence permit shall be streamlined in accordance to rules and regulations. For qualified talents with foreign nationalities and their spouses and children under age 18 with foreign nationalities, priorities should be given upon their application for permanent
residence permit.

Hukou Registration
Recruited talents and their spouses and children under age 18 can choose to register their Hukou at the place of residing or working regardless of their residence, time of residing, age and other requirements. Talents with Chinese nationalities and without foreign permanent residence permit can register their Hukou in Sichuan regardless of their prior Hukou. Talents willing to give up their foreign nationalities, and apply for or resume Chinese nationality, once getting the certificate of nationalization and acquiring the Permit for Residing or Residing Certificate for Taiwanese, can register their Hukou in Sichuan.

Housing
Recruited talents can enjoy preferential policies as local residents while purchasing commercial housing. Related parties should provide assistance to talents with foreign nationalities upon their purchasing of qualified commercial housing. For those talents without purchasing personal housing, employers should provide them with appropriate housing for working and living, or provide reasonable rental subsidy or subsidize the mortgage interests.

Health care and Insurance
Recruited talents can, within management period, apply for Special Healthcare Certificate with their Certificate of Recruited Expert of Sichuan and enjoy special treatment at certain public hospitals. Employers may purchase supplemental commercial insurance for recruited talents in addition to basic social security insurance. Once settling down in Sichuan or staying in Sichuan for over 9 months per year, the unemployed spouses and children of recruited talents can purchase urban employees' basic
medical insurance or basic medical insurance for urban & rural residents.

Spouse Settlement
For the spouse of recruited talent, who is willing to be employed in Sichuan, employer of the talent shall provide assistance in finding a proper job. Before the job is set, the employer may grant living allowance in an appropriate way regarding to the average incomes of employees. If necessary, related local authorities should help recommending jobs to the spouses of recruited talents.

Children's Education
The children of recruited talents, whether having Chinese nationality or not, can choose public school once during the education from primary school to high school. For those to study in public primary or middle school, they can choose within the county/district where they have Hukou or Residence Permit. For those to study in public high school, they can choose within the city where they have Hukou or Residence Permit. If the children of recruited overseas Chinese talents would like to study in high
schools or vocational schools, their entrance examination scores can be slightly lower than normal standards. If the children of recruited talents have foreign nationalities and would like to apply for Chinese universities and colleges, they need to abide by related regulations on enrolling foreign students.

Incentives and StimuIus
The performance of recruited talents should be evaluated by international practices to avoid being evaluated disorderly and repeatedly. Recruited talents with remarkable contribution could be recommended as candidates for Chinese Academy of Science and Chinese Academy of Engineering (including foreign academicians), Eminent Sichuan Talent Award, Science and Technology Award, Tianfu Friendship Award, Leading Academics and Technicians of Sichuan (as well as Reserved Talent Pool),
Eminent Sichuan Experts with Outstanding Contributions, etc. High-Ievel talents from both at home and abroad who are representative and contributive should be recommended to academic organizations and government advisory bodies.

(三)全国杰出专业技术人才获得者、国家杰出青年科学基金获得者、百千万人才工程国家级人选、“长江学者”奖励计划特聘教授和讲座教授;
(四)国家自然科学基金、国家科技重大专项、国家重点研发计划、技术创新引导专项(基金)、基
地和人才专项等五类科技计划项目主持人,国家哲学社会科学基金重大项目主持人:
(五)国内外知名高校、科研机构和企业中相当于本层次的高级管理人员和高层次专业人才。
第三类:
(一)国家自然科学奖、国家技术发明奖、国家科学技术进步奖三筹奖获得者前三名,以及省部级科技奖一等奖获得者主持人;
(二)省部级高层次人才引进计划入选者:
(三)国家重点(工程)实验室、国家工程(技术)研究中心主要负责人
(四)国家自然科学基金、国家哲学社会科学基金重点项目主持人;
(五)省部级学术技术带头人、优秀专家、创新型企业家、中华技能大奖获得者、全国技术能手及其他相当于本层次的高层次人才。
第四类:
(一)取得全日制博士学位,到我省高新技术企业工作或在我省重点产业领域成功创办高科技成长型企业的优秀青年科技人才;
(二)取得全日制博士学位或高级专业技术职称,到“四大片区”88个贫困县工作的急需紧缺专业人才。
第二条 第五条所述计划、工程、项目及奖项、荣誉称号获得者,原则上应尚在建设周期或管理期间。
安家补助
第三条 对符合第五条标准,从国(境)外、省外引进来川工作并与省内用人单位签订5年以上工作合同,或携项目、资金、技术到我省各类园区创办企业且在当地已办理工商登记的高层次人才,经审核批准后,由省直相关部门按以下标准发放一次性安家补助。
(一)第五条第一类人才为每人200万元;
(二)第五条第二类人才为每人50万元:
(三)第五条第三类人才为每人30万元:
(四)第五条第四类人才为每人5万元。
第四条 对符合第五条标准的柔性引进人才,其安家补助由用人单位与引进人才协商确定。
第五条 引进人才入选四川省”干人计划”的,给予每人50万元至100万元奖励性资助。奖励性资助与上述安家补助按就高不就低、不重复享受的原则发放。
岗位激励
第六条 对符合第五条标准的来川、在川工作和创业的高层次人才,经审核批准后,由省直相关部门按以下标准发放岗位激励资金。
(一)第五条第一类人才为每人每月2000元;
(二)第五条第二类人才为每人每月1500元:
(三)第五条第三类人才为每人每月1000元。
第七条 对第五条第四类人才以及符合第五条标准的柔性引进人才,其岗位激励资金由用人单位与目进人才协商确定。
第八条 岗位激励资金自批准次月起,按就高不就低、不重复享受的原则,在管理期内按月计发。
项目和平台支持
第九条对来川、在川创新创业的高层次人才,采取“人才+项目”的方式,分不同类别给予项目择优资助。

(一)对符合条件的留学回国人员,可向人力资源社会保障厅申报留学人员回国创业启动经费、科技
活动项目择优资助经费,分别给予不超过30万元、10万元的项目资助;
(二)对符合条件的外国专家,可向省外国专家局申报”天府高端引智计划”,给予不超过80万元的
项目资助:
(三)对符合条件的省学术技术带头人及后备人选、进站博士后等,可向人力资源社会保障厅申报学
术技术带头人培养支持经费、博士后科研经费,给予不超过10万元的项目资助:
(四)对符合条件的科技创新创业人才,可向科技厅申报四川省青年科技基金、科技创业领军人才计划,给予不超过50万元的项目资助。
第十条 对来川、在川创新创业的高层次人才团队,采取”带头人+项目+团队”的方式,分不同类别给予项目择优资助。
(一)对企事业单位的高层次创新团队,可向科技厅申报青年科技创新研究团队项目,分培育项目、重点项目两个类别,按相关规定评定后分别给予30万元、100万元资助:
(二)对企业引进的高层次创新创业团队,可向省委组织部(省人才办)申报省“千人计划”顶尖创新创业团队项目,分创新团队、创业团队两个类别,按相关规定评定后分别给予200方元、300万元资助。其中,对科技含量高、发展前景广阔的创业团队,最高可给予500万元资助。
(三)国家“千人计划”顶尖人才与创新团队项目、国家自然科学创新研究群体、杰出青年基金创新团队等,优先纳入上述团队计划。
第十一条 为激励高层次人才更好干事创业,采取“人才+团队+平台”的方式,分不同类别对创新创业平台给予择优资助,资助资金主要用于人才引进培养和团队建设。
(一)对新设立的国家级博士后科研工作站、省级博士后创新实践基地、省级技能大师工作室,可向人力资源社会保障厅申报,按相关规定评定后分别给予20万元、20万元、10万元的一次性资助:

Resettlement Subsidy
Article 3 In accordance with Article l, high level talents introduced from abroad or other provinces to work under a 5 year employment contract or start a business by bringing in programs, funds or advanced technologies in Sichuan, which accomplishes local industry and commerce registration, could be supported with a lump sum of resettlement subsidy under the approval of relevant provincial authorities. The resettlement subsidy shall be provided by the following rules:
1. Talents of Category l in Article l: 2,000,000 RMB per person;
2. Talents of Category 2 in Article l: 500,000 RMB per person;
3. Talents of Category 3 in Article l: 300,000 RMB per person;
4. Talents of Category 4 in Article l: 50,000 RMB per person
Article 4 The resettlement subsidy of talents introduced on a part-time basis in accordance with Article l shall be negotiated and decided between the employer and the Talents Program.
Article 5 Talents recruited by "Sichuan Provincial 1000 Talent Plan", shall be granted either a subsidy of 0.5 to 1 million RMB or appropriate resettlement subsidy, whichever is higher.

Incentive Subsidy
Article 6 In line with Article l, relevant parties shall provide high level talents who work or start a business in Sichuan with incentive subsidy under the approval of relevant provincial authorities by the following rules:

Article 7 The amount of incentive subsidy for Category 4 talents who are introduced on a part-time basis under Article l shall be negotiated and decided between the employer and the Talent Program .
Article 8 Talents shall be provided with the incentive subsidy monthly on the first day of the month following the approval. The amount shall be based on the specific qualifications in the 4 categories, whichever is higher.

Business and Platform

Article 9 Talents introduced are supported in the pattern of "Talents + Program". Program supportive fund shall be based on the qualifications of talents as the following:

Department of Human Resources and Social Security of Sichuan Province for a supportive fund of up to RMB100.000:
4. Talents of scientific and technological innovation can apply to Science &Technology Department of SichuanProvince Sichuan Youth Science and Technology Fund and Science and Technology Program for Leading Talents. If approved, a fund of up RMB500,000 shall provided;
Article 10 Talent-Ieading teams introduced are supported in the pattern of "Talents + Program+ Team" Program supportive fund shall be provided as the following:

High level innovation teams in enterprises and public institutions can apply to Science &Technology Department of Sichuan Province for the Youth Science and Technology Innovation Team Program.approved, supportive funds shall be provided by 2 categories: RMB 300,000 for cultivation programs and l,000, 000 RMB for key programs.
